The Silver Surfer quarters were NOT made by the US Mint. The government was not involved really...
The Franklin Mint (a private company) took legal US California Quarters and stamped a full-color Surfer artwork on the California side. If you look closely at the high-res image you can still see the California artwork on there, it's just harder to see with the color stamped on it.
It's kind of similar to people writing a web address or graffitti on a dollar or something. And it's not the first time someone has done it - the Franklin Mint has been doing this for years for other promortions, it's just the first time someone is using it to sell a movie.
