Hmm....I don't quite know which figure you are talking about. Joe figures weren't in stores in 1996, so its probably an old mold from after 1997. Check Yojoe.com to identify your figure; that should help.

12" GI Joe figures that weren't versions of 3.75" Joes didn't have names.  I don't have my set at hand but I believe that it was the "Paul" headsculpt that you can see on this site.

It was more of a dirt paint job than beard...it was meant to show that he'd been driving through the desert.  I think that set may be the only one that came with that specific paint job although the headsculpt was included in several different sets.

Update: The set is called the "Desert Light Strike Vehicle" and it does have the "Paul" headsculpt with sand on his face.  This auction has loose photos of the figure that came with it.

HIS NAME WAS ROBERT PAULSON!!!!
This sticker is dangerous and inconvenient, but I do love Fig Newtons.

I don't know where you could get a cast of the head but if you poked around on eBay you could probably find another one or, at least the same head without the sand paintjob.

For hands I'd go the same route, hit ebay.  You can snag loose Joe figs for cheap.   Or, check your local Salvation Army.
