Technically true, but I was going by the actual date on this mold which is 1995.  ;)

why are they doing this? A way to save money on figures painting?

This happened frecuently

sometimes repacks come with an unpainted  detail: belts, soles of boots, bracelets, badges, etc.

This attitude ruins the evolution presented in current toys ???

I picked this up yesterday, definitely nothing to write home about. The Biker Scout has a virtually clean deco aside from the lightest of dirty washes on the boots. Also setting this version apart from the VOTC and the TAC Saga Legends figure is the fact that the boot soles were left white and not painted tan.

Did this thing already get into stores or did you pick it up early by some other method?

Craaap.  I haven't been looking and stopped at a TRU this weekend and didn't find it.
