3PO was supposed to be in there too but I suspect they are having major issues with that figure right now.

I'm going to say yes, unless they're plotting a surprise for SDCC or something... It's possible of course. However, TFA opens in December, the holiday toy blitz tends to start anywhere from August to October... Not a lot of gap in there for newness, ultimately.

Or they have bumped him back to be part of the TFA assortment as safe money says he looks the same. Your suspicion also makes a lot of sense though.
