I used to use Krylon Crystal Clear - Matte , but I stopped using that because it leaves the figures a little sticky.  I've heard that Testor's Dull Coat is the best, however I have never used it (can't seem to find it anywhere)...

Mod Podge. Extensive and various reasons for it, suffice it to say I prefer it.

Someone already mentioned it, but I use testors dull coat.  I've only done about three custom figures, but it has worked great on each one of the custom ships I've done.
