Why oh why did we have to ban this guy if not keep him around for the humor factor

Seriously though, what's the story with this guy?  I'm not up on all my RS forum drama, so I'm completely in the dark as far as this person's past transgressions. 

Since you asked...

He first showed up as Greenday101 on Rebelscum. He told me he was new, so I was more than happy to help him. After about a week I found out he was lying about a lot of stuff, and he begs for forgiveness. I decide to give him a second chance, even though I really shouldn't have. He then re-registers as Stormie45 and tells me he is 21 and a whole lot of other lies. He isn't smart enough to keep his stories straight, and is caught again and again and again, begging for forgiveness each time. He kept spamming me with PMs on Scum, GH, and here. To make a LONG story short, he keeps coming back, but is easy to spot.

His aliases are:

and a few others that I can't think of at this time. He's just a troll and not worth my time.

There are times when I wonder if certain members of our species are de-evolving . . . he is one of them.

Now having said that, IF he has a disorder that limits his capabilities then I think we should feel sorry for him . . . well, no matter what, we should feel sorry for him . . . . and grateful were not like him.
