Hasbro Pulse has a preview of the exclusive items Hasbro will offer at HASCON. There will indeed be a special early edition Black Series 6" Captain Rex figure with exclusive packaging and accessories ($24.99). A regular edition 6" Rex will be available at retail at a later point in time.
