Not sure what era I consider 1990, but since it was all of $3.40 I picked up a Euro Disney Stormtrooper. At quick glance it looks just like a vintage Stormtrooper with his crown painted grey so it's close enough to vintage for me.

Do the arms and legs move or he a static figure?

I believe he is made of PVC. He does have the grey lid, but he is not "bendy" like the 1993/4 or whatever Bend ems were. It looks like he is articulated at a glance, but is not.

I knew that ahead of time. I just like that it looks like a weird painted vintage Stormtrooper.

I've has some pretty boring acquisitions posted here, but this may take the cake. For $6 I bought an "Escape From Death Star Game" at a used book store. Box is in decent shape and all the pieces were there so I couldn't resist.

Using my super illogical mindset, I now have all the vintage figs I absolutely want/ can afford to have in my collection after receiving a loose Ewoks Dulok Scout today. (ie some variants are too expensive or I don't care much about and then from the Droids line, the two Fromms and the two droids are too much for not being from the movies).

Just got a Power Droid on a Clean ROTJ card, only thing wrong is that the bubble is yellow. Good price and this is one of my favorite droids.

None, she was sculpted from scratch.  The guy who made her has been working on it off and on since 2003.
