How do you remove AT-TE harness' without cutting them?

Do you mean the Gunner's shoulder pauldron/harness?  I suppose you could do a boil and pop, in removing his right shoulder.  The only one I removed I ended up cutting to save time.

I cut mine because I was impatient, but you can do the boil and pop and just stretch the harness over the shoulders.  I think that's what I did for Bacara and it worked fine. 
The scariest thing that I've ever seen,
Is the terrible AT-AT walking machine.
It's as big as a house on walking legs,
and whatever it steps on it crushes like eggs.

I found that the At-TE Gunners Arms Came off very easily w/ out the boiling water, infact it was so easy to remove the Arms and Legs on this Figure I thought it was originally ment to be some hidden Battle Damage Easter Egg like the Removable hand on the POF2 Bespin Luke Skywalker.

I seem to recall popping the harness off without boiling it...  I think I may have popped one arm off, but it wasn't too hard really.  I know I was just careful in doing so, and didn't damage the figure at all.  I wanted it for just seeing how it would maybe look on a Stormtrooper for something.  Looked good.

I've gotten them off by popping off one arm and the sliding it over the neck post.

Heck my ATTE Gunner fell apart as soon as I opened the package! :o

 It's not a very well made figure.
