Hailfire Droid: System or Technic?

Title says it all! Is this set a system set, or technic?

I think it's a System set.  I've seen fairly close-up shots of this, and it doesn't look to be Technic.  Whatever it is I cannot wait to pick this up.  I'll probably get a couple of these because they're so cool.

I'm pretty sure this will be a technic set. 2 reasons, it's built primarily out of the technic beams and pins. And secondly, it lacks minifigs. Every system set comes with at least 1 minifig it in. So I gotta believe this will be classified as a Technic set. Either way, I'm getting this one also.

Definitely a technic set.  It's way out of scale with comparable system sets.  I believe its about the same size as the AT-TE is lengthwise.  They would look so out of place next to each other.
