Looks like the "Tango Neon" isn't a TIE, but a Canto Bight Police Speeder with Police Officer.
I'm spoiler free on Ep8 so far, so I have no idea why we need the police on a Casino planet... maybe there's a heist? Maybe it's just an EU "off-screen" thing?

The pilot seems reminiscent of a Cloud Car pilot crossed with a Clone Wars Mandalorian Police Officer.
Funny though, when I saw the name of this speeder I was expecting something very different. I was expecting that speeder vehicle that looked like a Star Wars version of a 1930's Duesenberg from the BTS video. Based on this imagery, I guess not!

It's a lead in to the next stand alone film "Ocean's THX-1138".

I was thinking something similar, except the Han Solo standalone. Maybe he wins the Falcon there?
