During the panel Hasbro said they were a "new playboard material" they've developed.

CorranHorn:
Is that another figure on the Kessel playset’s 2nd level? Or a cutout from the new material they are using?

Darby:
This is a great fun throwback idea I'm glad they're trying out. Only nitpick with the Kessel set is it would have been nice to get Han in his Kessel Guard disguise, but oh well. Very cool.
