Its really not. You figure if i paid about 100.00 for it in the early 90s, the price has not jumped that much. I think other figures have increased more in price than that one.

I have the Lili Ledy burgandy cape, the one from ebay is orange. There is a big difference in the color so i am not too sure. I am intrigued though.

I have never heard of this version before myself.  However, I know the seller has been on ebay selling vintage Star Wars for a few years.  She seems to buy up lots of vintage stuff as well.  From her pictures, she has a lot of the harder to find items.  If this is the stuff she sells, I can't imagine how pristine her own collection must be.
