Alrighty...this is not everyone...not by a long shot. But these characters at least have an outside chance of seeing plastic. The chances of Nabooian Royal Court members or Neimodian Aide #4 getting made are about slim and none. So I left them off the list
Also, I tried to hit major alien species, if figures were made in the past such as Ask Moe or Po Nudo I left off their senator all together
I also tried to look through previous Wishlists votes and covered pretty much every major vote getter for the last 6 years

Jabba's red R5, the daughter of Lucas who's with jabba, and Bib Fortuna could maybe make the list too, no?
I'd also include a generic guy like Captain Panaka... They've only made Panaka but there were lots of dudes dressed like him too... :-\
Mos Espa probably has a swarm of decent characters ala the Cantina but for some reason they're not nearly as memorable as the Cantina guys or Jabba's palace.

OMG what a lame ass bunch of characters!
Scott, nice job collecting these, most of these are truly the bottom of the barrel of obscure character choices. After all the talks of cutting down on collector focused figures in the Force cast interview with DePriest I am not so sure any of these have a chance.
(Forgive me if this was covered already) I would add some resculpts to the list in a subsection so many figures from that era need it - bad.

I would not mind a few of them. However, the one I would like the most would be the Naboo Pilot with the long coat or even Tey How. ET's would be nice but they will never make them. I had never seen Edcel Barn Gane. New one for me. Oh, I am somewhat surprised the never made the little PK droids. I thought that would be an easy pack-in with something.

I don't want any of these, save for Post-Senate Padme, the Neimodian leaders, and the Royal R5 droid. Other than Kitster and Wald, we need a boatload of SA resculpts before we get any of these characters...

I can't say I honestly want a lot of those things resculpted really. I wouldn't mind Valorum without the flashy coat on from the landing scene, but a SA resculpt of him? And a new Sio Bibble? I think I'm cool with Sio on the shelf now.
I think it might be that E1 is a **** movie though, that makes me les sinterested in anything not "main character", and that doesn't fit in elsewhere. Like I dig Rum Sleg... He's a real weirdo/freak, and that's cool to me. Sio Bibble though? I'll live if we never get another figure of him, and I'll be pretty happy about it.
People talk about pegwarming, and that guy's got it stamped on his bald f'n head.

Yeah, I'm not real excited by much of the stuff left from Ep 1 either. I'd likely buy most of them, but the characters on that list aren't super exciting. I'm always up for more droids, or weird aliens, but most of the stuff I'd like to see from Episode I would be newer/more articulated resculpts. We can always use more Padme figures, and I'd like to see re-dos of Anakin, Jar Jar, maybe ball jointed elbows on the Evo Maul, and a nice, "definitive" battle droid (which I think is supposed to be coming at some point?). Not a lot left from TPM that is super interesting otherwise.

I'm wondering why we haven't seen any Grebleips yet. They seem like a good fit for a online exclusive. Maybe a convention exclusive? (Definitely not a general release) Maybe with a couple Senate Guards with removable helmets featuring Spielberg and Lucas heads?
Of course Hasbro might be saving that for the last wave in their franchise, also to feature the Tonnika sisters, a Wookiee Jedi and burnt to a crisp Owen and Beru.
