I'd suggest looking through the classifieds section on sites like this one. Many times you can get stuff for very cheap, and even make a friend out of the deal.
Just make a list of what you want to buy, and the minimum condition the figures you want have to be in. Setting prices can be iffy, because you can be overcharged easily, so I'd just leave them out and you can work out the price with the seller. Shipping is paid by the buyer.
Its up to you as to how often you bump your threads. Its not against the rules, but its frowned upon to bump your thread too many times. A good rule of thumb is that when it hits the 3rd page to bump it.
