Built to Rule (http://www.hasbro.com/btr/?CFID=18139978&CFTOKEN=87912767) is the new attempt by Hasbro to infiltrate the Lego market. Each set contains a figure...
Anyway...the Tonka line seems to be chock full of generic 3 3/4" figures that actually have a little articulation to boot. May be worth checking them out while browsing the Lego aisle at Target next time you are there
