Houses get kind of complicated, but it works just like the rest of the zodiac in a way. There is only one rising sign, it's the sign that was on the horizon when you were born- on the eastern horizon. The houses in the chart start at your rising sign and go counterclockwise- the first being the rising and the 7th house on the descending sign. Then the planets wherever they were in the sky when you were born.
As an example, I was born at 3:20PM, so my Sun is in the 8th house. The sun was descending towards the horizon at that time of day.
That's how it's figured out where everything goes, interpretation is a lot more complex.
