Hasbro showed it to some Fan Sites to ask what they thought but then it never got LFL approval as I understand it.

That particular SDCC was pretty epic! I was there, and either I or Chuck (jta) took that image of the Funeral Pyre Vader while Derryl DePriest was pitching it. He said that this was an out of the ordinary way for them to pitch something new by going to the fans before getting licensor approval. So they brought it to SDCC to gauge feedback from fans. I'm guessing someone at Lucasfilm Licensing might not have been sold on the concept of the Funeral Pyre Vader, so Derryl opted to go this route. And unfortunately it did not get approved. And looking back now? It would have been pretty relavent to The Force Awakens.
Curto got photos of the figures on Preview Night before the case was fully laid out. I remember being able to walk around the floor before the doors opened because we had press badges. The running change figures got hidden away before the floor opened. I can't recall if both Bespin guards were there. But you can see both Ugnaughts, and both Utai. IIRC, there were also both of the Imperial Scanning Troopers, too. Gradually, they were all released over the next few years - the second Scanning Trooper took the longest. But the second Utai is still MIA.
