He wasn’t bald, the dude had hair. That looks more like Migs. 
In later seasons he was bald. This version is based on his Clone Wars season 5 appearance. The other telltales are the helmet as well as the lack of a cape.
It also looks like this is a case of Black Series re-use. I see a lot of the TBS Mandalorian Loyalist in this figure!
Thanks, yeah, i went back after I posted and looked at some later photos and you are right. I still prefer the look of the animated figure better though. Something about his face just seems…off.
Of all the pipeline stuff revealed, I am most excited for the Droideka. That is long overdue!
