The rank means he is some sort of officer

Vader pre-Helmet?
EU Goon?
Episode III Baddie?

That's a character from the "Star Wars: Empire" series. He's a Moff who conspires to overthrow the Emperor. Unfortunately the Emperor pretty much knows if someone is trying to assassinate him, so it fails. All in all the story was pretty cool. It was a 4-part story that started the Empire series.

Grand Moff Tracta is his name.  He was featured in the first 4 issues of the Empire comic title, in the "Betrayal" storyline.
