Ok, how about a "least popular" characters thread, but you want a figure of them made anyway. :)
I'll go with one from each film right now... might be kind of fun... feel free to play along.
The Phantom Menace - Rep Been - A pretty boring character, but an interesting design... for whatever reason, this is a character I really want made. I just don't see it as something I can customize and look decent on my own, so I'd love to see it made.
Attack of the Clones - Cliegg Lars - An old man in a chair. What's not to love. True it would be boring as hell, but could be pretty cool... especially if they threw a surprise with a removable leg piece.
Revenge of the Sith - Mrs. Organa - Boring indeed. But would be a surprise figure (of course I want the rest of the Lars family first) and might pegwarm, but would maybe be great custom fodder.
A New Hope - Academy Biggs... just seems like it would make for a neat figure. Boring as hell, just the way a lot of the designs in ANH are, simple yet realistic. I'd buy several.
The Empire Strikes Back - Orange flight suit Luke... imagine with removable Snowspeeder gear... kind of like the Veers snap on armor. That might not really be a boring character though, so if it has to be boring, then maybe it's time for Ice Cream Maker Guy.
Return of the Jedi - CZ droid... these droids do absolutely nothing in the OT except walk around in an awkard manner and look outdated. That's cool to me.

TPM: Probably handmaiden Padme, who Hasbro must consider poison.
AOTC: Dorme!!! And also the Lars family.
ROTS: The Lars again, though I'd take either/or. Lady Organa, too.
ANH: CZ-3 -- or the skeleton looking one, I forget his number.
ESB: Toyrn Farr, although I really want the flight suit Luke, too, as well as Medical Frigate Luke and Leia.
ROTJ: Yarna.

Figures I'd like that ARE boring and I want made though...
-Vintage Imp. Dignitary... Guy is as fun as burnt toast but I want one.
-Rebel Fleet Technician... Yavin Tech's with a headset and removable helmet and tools.
-Hoth Rebel Technician... The Hoth version, duh.
-Imperial Technician... Am I the only one wanting this guy resculpted and released with two head variants and nice articulation? The buff guy just doesn't cut it to me.
-New Spirit-Of Yoda & Anakin... Ben needs company.
-Nein Numb... I'm maybe in the minority but he needs resculpted to me.
-Human Cantina Snitch... Garrouf Lafoe, the guy that rats on Obi-Wan's handy work. Boring yes, but I want one.
-Cantina Midget... Boring, but why not? Pack him with a drunk Jawa and I'm a happy camper.
-McQuarrie Chewbacca... The Chewbacca concept art is so freaky it'd be a whole new alien to me, I need that figure. Boring though to most people I think.
-New Bespin Guard... Bespin Guards are cool and I'm a big army building fan, but they're boring since they did nothing really. They need a new one with some more articulation, a neutral pose, and a closed jacket.
-R5 Repaints... Again, how "cool" are they really? But I'd like the Orange MOs Eisley one and the red/black Rebel one. Too complex to paint myself for sure.
That's classic stuff that's boring that I want... Not a lot, but enough to keep me happy. :)
Oh and add Owen to that list. He's dull, but needs redone at this point, and needs his prequal version with Beru too, and his gimpy old man.

I agree with the Imp Dignitaries. They released two of the five, I'd be all for the other three. But that's me. They looked pretty grim and evil.
I'd also put in some Padme figures. Not neccessarily a boring character, but I'd want a Naboo picnic dress one. There's not much action to that scene, unless you call rolling around in the grass with Ani action.

what about padme in her black **** outfit ...that'd be cool.
what about dak? from the snowspeeder...of course it took this long to get a carded wedge.
what about the happy band of 4 in the trash compactor? All grimy and stuff. That'd be sort of cool with the saga background
what about more cantina and more jabbas palace aliens from the background.
What about human looking alien that seems to be well-chested (most politically orrect term I could think of, sorry) walking up the stairs in the opera house of EpiIII (she has a head like an alien ya, know, cone headish)
what about the female droid from Epi III when the senators meet Obi-Wan
I basically think any character in the background should be made...and every main character in all different outfits. That would take a few years, but keep the line alive, collectors happy, etc
Padme has like a million outfits from episode I at least. Maybe I'd draw the line at padme giving bith...that might upset a few people :)

Y'know this goes back to my "What makes a good figure?" thread. In truth, I find no figures boring. Redundant, yes (clones, clones, clones) but I want Rep Been as much as a SA Snowtrooper. They're equal in my noggin.

OT Uncle Owen. That CS version sucked hard. Pack him with one of the small unmade Sandcrawler droids.

The head droid in Jabba's droid dungeon would be cool,but boring.ROTS Jar Jar wouldbe cool IMO.

I would actually go for a ROTS Jar Jar. Yeah the character does suck... but I could use one I suppose. Just for diorama filler.

I'm hoping you're not meaning that in a bad way, and it seems like several people are using my :P signature lately to mock me.
I just wanted to show that just because there was some bad things said in the Fan's Choice threads, and even though ICMG didn't get my vote, it's still a figure I'd buy. Background/boring characters deserve to be made too.

Just thought of another some....any of the podracer pilots besides Anakin & Sebulba would be boring,but would make good diorama fillers for Mos Eisley or Mos Espa.

A couple more podracer guys would be fine by me, I think we are getting at least one of them this year (or maybe I read something wrong somewhere).
How about the old lady on Mos Espa where Anakin gets fruit from? Extremely boring character!

I think was said to be a 2-pack but Hasbro could change the idea,I also agree the old lady (I think she's named Jira ???) would be EXTREMELY boring.

The whole Lars family and Yarna Da'l Gargan. They are my picks

-Hermi Odle... Let's face it, a big turd eating apples is boring but I want one.
-Garrouf Lafoe... The human snitch in the Cantina. I want this figure so badly because it's dull, but the Cantina gets no human love. I want this and Yerka Mig NOW.
-Yerka Mig... See above. Dull Cantina human, I love it.
-ICMG... I want it, I'd gladly buy it. Bespin gets no love.
-Hoth Rebel Technician... Dull, but an army builder nonetheless. You don't see many US Army Engineer figures made eihter but they're there, so I want my Hoth Rebel Technician.
-Yavin/Home One Rebel Technician... Same guy, in his non-cold gear with his standard Rebel helmet (no neck guard). I'd buy this and the Hoth techie in droves.
-Rebel Petty Officer... Brownish-green uniform with ballcap (w/Rebel diamond logo on it)... If you can tell me who the hell these guys are or where they are you get a net cookie. They're in two films too. Again, another army builder I'd buy in droves, and to me no different than buying Ozzel, Jerjerrod, Piett, or Veers really.
-Cantina Dude... Bossk with a helmet basically. Boring and I want one.
-Frozec... Another human thug from someplace obscure. I'd buy him, and the guy that shoots Luke's hand, and the guy in the Russian Winter hat that mounts a deck gun to Jabba's barge to fire at the skiff... I love human weirdoes in weird bars and hangouts. It's why I go out on weekends, so why not want action figures of these maroons?
-Beru, Owen, & Cleig Lars... Any version from any film of these 3 figures is welcomed to me. ALl boring, all worthy.
-Imperial Techs... Grey jumpsuited guys with black and dark grey hats. I'd be happy with a repaint of the POTJ sculpt of the Impy Officer even, but it'd be nice if it had new legs or used a more poseable set.
-Biggs Academy Uniform... Boring, but tons of people want that figure. I'm sorta shocked it didn't make the Fan's Choice honestly.

Thanks speedermike, and let me say that I'd add any of the Jabba ANH:SE Goons too...
The pointy hat guy is definitely one, but my second from that scene is the big guy with the bushy beard. If he isn't a space pirate I don't know what is. The dude looks like a surly space blackbeard. I love those background guys.
I also would love the human Jabba... I can fit him in scenes easily and he's just so cool.
As far as that goes, cut scenes that is, how about:
-Biggs Academy... I already listed him but he's boring and if Lando won't sell neither would this figure. :) I still want a Biggs in Academy duds.
-Camie... Boring, human, and female... A triple threat.
-Fixer... Boring Tatooine schmuck... Didn't even make the film. Very boring, but I want one.

Yes, I do remember, and it was actually 3 parts, which is better, but the actual figure falls apart. I am looking for prospective victims. I wouldn't really care if they were pre poed statues cowering behind the council chairs. Just paint them neatly.

I still want a drunk jaway as a pack-in accessory with one of the new Cantina characters... A solid "lounging" Jawa like outside the Cantina entrance. :) I'd buy 3 Ellis Helrot figures just to get 3 sloshed jawas.

I agree 100%. When I read posts about boring figures... sometimes it just makes me wonder. Actually, I'm quite tired of seeing clones (and I know I'm in the minority here), but I love those background characters that round out a scene that makes a diorama look empty or like it's missing something without them.

I think the CS Owen was as bad as the missile firing R5. We had to wait long enough for the resculpt of R5 and now it's time for Owen... actually time for the OT and PT Owen and the rest of the PT Lars clan.
As far as the rest of the boring figures, I don't have time to think of all the "boring" figures we need made or even resculpted. But, I'll be glad to put this on the back burner to think about and post later.

But for the sake of this thread here are my top 5 boring snoozers I wish to see made:
1. ICMG
2. Chinese Guard from Jabbas palace
3. Black Jabba palace guard from Jabbas palace wearing Lando's skiff armor
4. Big headed fish thing that bought Luke's landspeeder in Mos Eisly
5. The Hoth trooper who says "2 fighters against a Star Destroyer" to Princess Leai before the Battle of Hoth. Give him a sound chip for the ultimate useless background fodder ever made!
They would be loved.............in my collection at least.
