I do... I think if they insist on doing Hero/Villian waves, then why not an army builder wave or two?
WAVE ONE - ORIGINAL TRILOGY

I like this wave idea, but I'd be fine with dropping the Endor Rebel and Fleet Troopers back down to 1x per case and mixing in 2x McQuarrie Stormies or the RotS Royal Guard with a Force Pike. I don't tend to Army build the Humans too much, but I could use a few more RotS Red Royal Guards, especially if they come with the force pike weapon.
WAVE TWO - PREQUEL TRILOGY
- x3 Galactic Marine
- x2 Tactical Ops Clone Trooper (#41 ROTS sculpt)
- x2 Battle Droid (ROTS repack)
- x2 Clone Trooper (AOTC SA sculpt)

Another great wave, but I'd tweak it slightly to drop the Naboo Soldier to 1x per case and add a Gungan Warrior (New Sculpt) to the mix. :)

For the snowtrooper do you mean a totally new, non-quasi static pose? If so, then yeah. But repacking either of the more recent versions doesn't hold much appeal.
I'm with Jeff on the dropping the number of RFT and Endor dudes down as well, I can still find some Endor guys from Saga1 up here :-\ I would up the Imperial Officer number though, I've never seen those sit at retail for long. And with Jesse in mind, I'd suggest bumping that up to three Imperial Officers but with one black and two in grey uniforms. Also mix up the head sculpts (they have three after all) in subsequent case shipments so a good variety are out there.
I know McQuarrie troopers would sell and were never abundant, but I'd be careful about how many get put out. As for the ROTS guards, they always sell, so I have no objections there really.
Prequel stuff doesn't do so much for me. I'm always nervous with seeing most of it (clones excepted) on the pegs because they don't seem to sell well or at least sell quickly. I really don't think we need any more super battle droids around or even battle droids, unless they improve the plastic on the latter. Galactic marines, tac ops and basic clones are always fine. I'd like to see them add Gree/Bly/Cody back in as well and possibly some other new clones we've not seen yet before they release anything Naboo or Gungan :-X

Here's my speculation:
VOTC Stormie - duh, everyone would grab it up
Snowy - once again, if it was a new sculpt, then it would sell fast. If it was not a new sculpt, it would pegwarm like crazy.
TIE Pilot - meh, I probably wouldn't buy it, but it would probably still sell.
Rebel Fleet Trooper - New sculpt or not, Rebels have a nack to pegwarm.
Endor Rebel - It would be a great figure, especially if they did what they did during the Saga line and made multiple head sculpt variants, but this time, make around 4-5 different heads instead of 2.
Imperial Officer - It might sell, but I wouldn't be too excited about it.
Galactic Marine - Who are we kidding? This would be the 3rd hardest figure to find all-time (behind Scorch and Cody, of course).
SA Tac. Ops - Once again, this would sell very fast. Even the other not-so-good mold was hard to find, so an SA mold would be almost impossible to score.
Battle Droid - those of you who have been begging for a decent battle droid repack, here's your chance (of course, Hasbro would never actually make this wave, so just keep dreaming) ;)
AOTC Clone - just like the original release, it would be very hard to find in stores.
Naboo Soldier - just like with the Endor soldier, they should offer multiple head sculpt variants. If so, this would be a hot item. I would buy it.
Super Battle Droid - The old releases of the SBD pegwarmed in my area. I wouldn't expect a change.
In other words, this would be a dream wave!

I like where you are going, but there are a few things that I would change with some of the figures.
For the OT wave, I'd rather see a new Hoth Rebel instead of an Imperial Officer, since my snowtroopers need someone besides Major Derlin to fight. I would also like the TIE Pilot to have new arms with articulation similar to that of the AT-AT Driver.
I like the PT wave. I would like to see two kit-bashes though, along with one new figure. Here's my list for that wave:
WAVE TWO - PREQUEL TRILOGY
- x2 Galactic Marine with blaster, rifle, and removable helmet
- x2 Tactical Ops Clone Trooper (#41 ROTS sculpt) with blaster, rifle, and antenna
- x2 Battle Droid (ROTS/POTJ Kit Bash) ROTS Battle Droid with POTJ Security Droid Legs
- x2 Clone Trooper (AOTC SA sculpt) with blaster and rifle
- x2 Naboo Soldier (new sculpt) with blaster, pistol, and two grenades that attach to belt.
-x1 Gungan Warrior(New, SA) with binoculars, sheild, long and short boomer throwers, 2-7 energy balls that can be held, (Like Boushs hand grenade) and a spear.
- x1 Super Battle Droid (SAGA/ROTS kit-bash) RotS SBD body with Saga SBD legs and left arm, added battle damage, blaster arm, cannon arm, blast effect.

Those are pretty good mixes and I'd not be opposed to Jeff's suggestion on dropping the RFT and Endor Soldier too, as Hasbro has the means to pop new (even currently existing molds) headsculpts on them to re-release them as a "new" figure too...
Drop the humans so they're less prone to pegwarm... I'd still buy multiple cases of it. I'd love to army build a GOOD rebel (any gear) sculpt and if it just took more time and these cases were widely available online and retail, I'm sure I'd acheive the numbers I'd be happy with and beyond really.
Popping in one McTrooper and one Royal Guard (w/new pike weapon) would be nice though and those are worthy army builders to send back into the mix I think... Though I'd not push the McTrooper too much. Maybe even remix the case later to phase him out as I really feel he has a pegwarmer ability if he saturated the market ultimately.
Army builder cases are a great idea though for another reason completely... Hasbro's always said they puss out on solid cases of a figure because of fear... Fine, they're not backing off that unless it's Darth Maul or Vader it seems. ::) Well here's the answer then to the problem... Many multiple army builders people want mixed into a case instead of solid Storm/Clone/Whatevertrooper cases... It's not all the same figure, but it's figures everyone wants more of ultimately and people buy multiples of. Some new in there too, some old that are up to the "standard" this line should be set to by now... Seems good to me...
Too logical though for the Hasbro monkeys to run with I'm afraid. ;)

We need to add the Parjai figure for 2 reasons:
1. With the new parjai mold comign out in the Mace pack, we should get an orange version anyday now!
2. As most people know, thereis more than 1 parjai trooper! This is an ARMY-BUILDER!

How about a lot of clones... one of each in a big pack..... like a ten-pack or so...
And a clone-commander pack.... also ten would be good....

We have enough clones how about Gungans, Ewoks, Rebel scrubs (mechanics and such), Mon Calamari, Imperial scanner dudes that are SA. Yeah the reality is pegs would be clogged but this would be a great fan club exclusive.
EE would do us a big favor if one of their next pack was army building filler that were at least kitbashed with some new headsculpts. They hinted they next exclusive was something we could not live with out........maybe Ewoks!

- A pack with a Spiderdroid, Crabdroid and that big 4-leged droid.
- A death-hand bridge pack.... with general Grievous, some bodyguards, some droids, some other figures.
