Sure looks like it...check the last shot of the web doc and you can see him sitting in the background above Adi Gallia's left shoulder.

Ewan might just be taking a break or waiting for filming...but its interesting to think that he could go from Padawan to Council member in that short amount of time

Sure looks like they're setting up for a shot. Hmmm, interesting. Ranks are thin, I guess.

All the rumors were that the Council chamber was "showing the turmoil from years of the Clone Wars" in its wear. It looks as clean as can be.

Great to see Mon Cals in there, finally. And Tion Medden looks like a Star Trek alien.

He is on the Council in the film. We don't see any on-screen promotion, so presumably it happened before film's start.
