Well, I've found the multi-packs, but not the value packs yet. I think both have their pluses and minuses.
-PRICE POINT: Multi-packs are $10 - $15 for 3 minimally articulated figures; The value packs are added on to existing Clone Wars figures at a sub $5 price point. ADVANTAGE: Value Pack
-SCULPT/ARTICULATION: The sculpts are pretty cool on the multi-packs. However, the articulation is severely lacking; The sculpt and the articulation are both good on the value pack Clone Troopers. ADVANTAGE: Value Pack
-ARMY BUILDING: This one seems applicable. With the multip-pack, you've got 5 different ranks represented in 4 different poses. Quite an addition to any army builders displays. The Value Packs have the disadvantage of being packaged with individual characters. The Anakin Skywalker and Yoda are nice, but not nice enough to buy lots of them so that you can add more Commanders and Lieutenants to your army. The ARC Trooper appears to be the saving grace here, with it's own army builder status and a white Clone Trooper as the added value. A tough call here, but ADVANTAGE: Multi-pack.
The criteria are probably different for everyone, but that's my take. I think the value pack clones are great (having quite a few of the red SAGA ones already), they just aren't totally conducive to army building.
