Well, I would say the one without dots is the rarer as it is supposed to have dots, thus it was produced in fewer numbers.

Secondly, I would call this an error rather than variant.

The ones missing dots on the insert are rarer than with dots on the insert. This is a variant

The clones missing dots on the figure itself is an error.  They are also rare but just an error.

I remember when these came out i always checked the number of dots hoping to find different rankings.
