Looks like it could from Medicom by the little name plate and not a sideshow one.

The first 4-LOM action figure depicting needles on the cheeks (I´d like to see a close up from dvd or blu ray to confirm that detail)

The depiction is very accurate, his body is very C3PO stylished, thin complexure.

Hopefully more shots of this will be released.  The C-3PO RAH is pretty cool, but the neck on this guy is not near accurate.
