I better chime my butt in here before I miss out on the fun, like Brent often does...  ESB isn't nearly as exciting as the other flicks with a lot more aliens, Jedi, and various other interesting denizens of the SW universe, but oh well - here goes:

• General Rieekan - First and foremost!
  
  
• Bespin Cloud Car Pilot - Presumably with the Twin Pod Cloud Car!
  
  
• Lando (Smuggler's outfit) - I know, it's an easy custom, but I'm lazy and not very talented so just give it to me...
  
  
• R-3PO (red protocol droid) - See Lando comment.
  
  
• Major Bren Derlin - Just gotta have Cliffy!
  
  And then the much needed resculpts:
  
• Lobot - The Disco era ended long ago, my bald friend...
  
  
• Bespin Leia - Just a more official (and better) version on standard card, rather than the PLC SG one
  
  
• Hoth Rebel Soldier - Needs a more accurate Hoth battlefield update.
  
  
• Dagobah Luke - Toned down from his Aahnold-esque proportions!  Throw in a SG jacket as well.
  
  
• General Veers - Like everyone else has said: A standard Imperial version w/ snap on armor

Guess that'll do it.  Honorable mention to Toryn Farr, Admiral Ozzel, and of course ICMG!  Sorry Scott, but I might've included him in my list, if not for all your damned baggy sweater banter!  

Can't wait for the ROTJ lists!  Bring on Jabba's Palace!

Wedge Antillies Snowspeeder Pilot: More of a must.

General Veers Star Destroyer Outfit

Bespin Gown Leia: Where oh where is she?

Lobot Resculpt: No more disco for you, Lobot.

Ultimate Snowtrooper: Massive articulation, latex mask.

Luke Orange Jumpsuit: And also a new Snowspeeder version.

Luke/Leia Medical Frigate: Luke has easy access arm panel, articulation to put said arm around Leia.

Ultimate ESB Yoda: No character deserves more.

Ice Cream Maker Guy: For OCB!!

2.   Medical Frigate Luke (they made him with a chopped off hand so why not one with pop open skin?
3.   The little droid that works on the top of the Falcon
4.   General Rieekan
5.   A.A. Bespin Guard
6.   Ice Cream Maker Guy with lots of articulation  
7.   Rogue Two, with removable helmet
8.   Snowtrooper that can stand, kneel, do a carthwheel, etc...
9.   Toryyn Farr - always thought we needed more female characters
10.  Obi-wan ghost - with moveable arms and legs
