I'd say he's a hair short, but it's barely noticeable really... Stand him with a Stormtrooper though and there is a difference... It all depends what you're comparing him with though. Stormie's and Han match up well yet Lando (who's about Han's height) is shorter than Han but matches up well with Fett... It's slight differences, but people like me who notice scale tend to notice these things right away.
I'm of the opinion it's not a huge enough deal for me to be a detractor of the figure's quality... for what that is worth.
