Well, here you go. The official response from TRU arrived tonight in an email from customer service:

Our product availability is continuously updated on the website, so
you
may also wish to periodically check online as products are updated as
soon as they become available.Another great option would be to check your local "R" Us store. Since
the stores also carry many of the same items as our online store, they
may have the Star Wars Battle Over Endor Pilot Box Sets available for
purchase! I've included our store locator link below to help you find
the store nearest you!"
Note that they offer zero explanation in a three paragraph response. They do mention
twice to check back on the website, which seems to fit with the running theory that they just didn't want to offer the buy two get the third free offer. The best part is that I mentioned specifically in my email that the store near me was closing down and they respond that "another great option" would be to check my local store.
