do we know definitively if this is a repack of the one from the 4-Pack without major changes? 

The intention for them was to be the same (straight repack of the previous figure), but I don't know if anyone has done a full side-by-side comparison yet to look for those minor deco or color hue difference yet. (Besides the comparison you did in your post ).

I’ve found remnants of this wave three times now and I’ve seen every figure except Howzer who of course is the only one I want. 

The same thing happened like five times with the Hunter wave too.

Frustrating.

I found a lone Han Solo at an area Walmart this morning.  Frankly, I was surprised to only find Han since that figure seems like one of the prime pieces in the wave. 

And yesterday I was able to order both Vader and the Weequay from Amazon.

Yeah I’d order one and check up close but as far as I know Pulse costs money to make a return, which I’m not willing to do.  Maybe I’m mistaken there but I’ve never returned anything to them.

Here's a side-by-side of the new Weequay (right) with the old one (left).  The main stuff that stands out to me...

The staffs are definitely different colors. 
His face  and skin are shinier... there's definitely a different wash on them. 
The belt buckle is definitely repainted and shinier too.
The joints on the back of his knees are corrected to the color of his pants.

Fixing the color on the knee and foot/ankle joints is enough of a change to get me to track one of these down now...

Yeah I decided to open and keep it based on his face, the staff, and belt.  But the joint color was a nice surprise once I flipped it over.  I didn't even notice the ankles...

For whatever it's worth, I got that Howzer from Pulse today and just like the comparison photo above... that one leg is different.  I'm going to go ahead and consider it a variant and keep it.

I spotted remnants of this wave at GameStop.  Nice to know that they’re getting out there.
