They just have to dot the I's and cross the T's. It's over.
Both sides have realized that people can live without the post office just fine. If they were to go on a long strike, consumers would learn that Fed EX or UPS can ship packages, and instead of letters they will eventually all use PC's for email.
The post office is a dinosaur, and is not too far from extinction.
If a strike happens, more people will loose faith in this dying system. Too much loss in it for both parties, not too get a deal done
